As another parent has replied, parents are free to pick up the first round form from 民政處 or School allocation section directly. It is just a convenient act that kindergarten helps to distribute them only and that is not the only source to get the form.
If you have 25 points, then it is a totally different story. You basically have nothing to be concern with the only exception that if this year whether even 25 points is not secure this year for MCSPS. So, you can simply confirm with GH and then enter first round. GH will not be notified that you enter first round. The difference between first and second is you are not guaranteed a seat in first round while you are certain to be allocated a school in second round. So, you bare no risks in entering first round since you may or may not get a seat. But EDB will definitely notify the private schools you registered since everyone enter lucky draw means they definitely will get a seat.
