I think there are few things to clarify:
(1) There are no banding on schools, neither secondary not primary schools, banding are only applied on P.6 students for their S1 allocation;
(2) A secondary school with all classes using English as medium of instructions may not be band 1, if they are under Direct Subsidized Scheme;
(3) A secondary school even if all classes using English as medium of instructions, can accept some band 2 students;
So basically if a school claims they have certain percentages entering EMI schools, usually I will discount about 10-20%, depends on what type of schools these students go to (aided or DSS), then this will be closer to the percentage of the school's band 1 student%.
For an aided school, above 40-45% is already good (considering turning 10% of band 2 to band 1 or swapping band 3 out with band 1 students in over the years :p), and above 50% for private schools is consider satisfactory.
