I understand your point and I don't have enough information to ease your doubt regarding the high "turnover" rate. Well there can be a lot of reasons . ... what I can think of is overseas studies... going to even more high banding schools ... repeaters (edb has quotas for that for each govt. subsidized school).... . Or may be SRL didn't have a lot of new comers in F2-5, unlike those elite schools which can still attract students to enrol after they have lots of students left for overseas studies (it is very normal for students in famous school like DGS to go overseas but they can take in new students easily in F2-5 ) or may be the school didn't bother to admit new comers after students left to fill up the place. However all these are not really related to the JUPAS admission rate. Or you believe that the high "turn over" rate will make the JUPAS admission rate higher?!
FYI, I know schools in shatin have agreed to take fewer students to cope with the decreasing birth rate these few years. I don't know if this applies to the first batch though.
However what I disagree actually is the way you count the Jupas admission rate by using the "supposed" number of in takes in F.1. And I really believe no schools in HK will count Jupas admission rate like this. No offence :) Just discuss
