Depends. Most local HK school students need to take the IELTS. Not all, I believe.
1. Check if a visa is needed to study there. Now, you need a visa for England unlike ten years ago even if you have a BNO.
2. Proof of funds available
3. Depending on which country you want them to study in, go for the education exhibitions and check with them.
4. Is she/he going to boarding school or college or university. Do you have relatives/friends there to act as a guardian? If your child is going to University, then there is no need for a guardian.
5. Try to get an agent to help. Most agents take a fee from the school and not from you. Best to check before you start talking to them.
If your son/daughter has good school results, then best to apply earlier based on those and get a conditional offer.
