I would recommend Woodlands (there are several branches on the South side: Harbourside, Pokfulam, Repulse Bay Monressori and Tai Tam Montessori), Sunshine House (Tai Tam and Chifu), Tutor Time (Tai Tam).

Woodlands and Sunshine House are English schools, while Tutor Time is bilingual 50/50 English and Mandarin.

Different campus have different fee schedules, for example, Harbourside, 2 years old child could join either Playgroup (18 months - 2 years and 4 months) or Stepping Stones (2 years old or above), for Playgroup, it costs $3,400/month (2 lessons a week, 2 hours per lesson) or $3,900/month (3 lessons a week, 2 hours per lesson); for Stepping Stones, it costs $4,400/month (3 lessons a week, 2 hours per lesson).
Children aged 2.5 - 4 could join their Pre-school Program, it costs $7,100/month (5 lessons a week, 3 hours per lesson). Other campus such as Beachside, Preschool Program cost $7,900/month, it all depends on which campus do you prefer.

Although Woodlands charge a bit more than other preschools, but I do think it worths the money, at least for my children, they enjoyed every school day, being more independent and knowledgeable, most importantly, they learned to love to read and be a life-long learner.
Woodlands is a British school, only 2-3 informal Mandarin lessons per week in Pre-school Program (ie: They do not teach any Chinese writing, the Mandarin teacher will have some fun with the kids during the lesson, so please don't expect too much). But the English standard is high, since all lessons are conducted in English and children speak in English at all times.
