Yes, the bureau also plays numeric game. It says, the total successful rate of offering first three choices is 85 % this year including the 1st round allocation.
We both know that it is very very difficult to be offerred a place in first round that the schools must accept the applicants in priority. As I remember (I am quite sensetive in figures), the successful rate in the first round is just 60-65 %.
The bureau cannot add the two rounds sucessful rate together to represent so called ' high successful rate'. XD
