1) Kingston - 已報2013年3歳班

2) Anfield - 已報2013年K1班

The sequence is: Cat.1 ESF kinder children -> Cat.1 non-ESF kinder children -> Cat.2 ESF kinder children -> Cat.2 non-ESF kinder children.
There is no absolute answer for the 'best school' listed above. As you've stated that you aim IB school, Anfield may not be your cup of tea because it's a British school. PIPS KLN and ESF Kinder aren't running IB (ESF Primary and Secondary are IB schools), only Kingston is running IB in kindergarten and primary years, and it doesn't have a secondary school, but they do have a partner secondary called ICHK located in Sha Tau Kok (they used to be running British curriculum, and will be starting using IB in the next academic year 2012-2013).
In terms of Chinese standard, I think Kingston (traditional Chinese characters and Mandarin is used for teaching) and PIPS will be stronger, Anfield and ESF are English schools.
