"International Baccalaureate
For most applicants, marks are usually released in early July. The minimum requirement for interview is 40/42 (not counting the bonus marks) in the six subjects (with at least 3 at Higher Level, including Chemistry, and grades of at least 677 in the HL subjects). Biology is a preferred subject. A few students may be selected for early interview based on very high predicted marks. With increased competition in recent years, it is likely that most successful applicants will have scored at least 43/45 marks."
According to the above, it seems not consistent with your discription. Is it the case, the entrance barrier for non-jupas is far more higher than jupas?
