No. Because only DSS or Private primary / secondary can control their own admission of students, which you have to pay tuition fee. Government subsidy / aid schools (which you don't have to pay $) must follow the central allocation, in which the schools have limited control on admission thus won't form the "thru-train" effect.
For those government-aid secondary schools, it still needs to go through the central allocation process based on the academic results. Admission to their secondary school is not "guarantee".
