It is basically right for you to think & plan earlier about whether IS / Traditional Schools would suit your kid... For our case, I had been debating with my wife about the pros and cons of IS / traditional schools a few years before the birth of our son.
About your questions :
1) SWCK - 90% Eng, 10% PTH and they don't have PN, so starting from K1. Their Eng is so strong that the kids would see great improvement in a few months after starting their K1. So, unless your kid is a native PTH speaker, parents would mostly choose the Eng interview in SIS, but not PTH.
2) I don't know much about the Victoria kid. I just know she was from Vic / CWB. Her Mom said many of the Vic K1 classmates applied but just a few got accepted.
3) I think your kid is still too young to say if he/she is shy away from the crowds....just let him/her participate more in group activities would certainly help. Consider those classes provided by Kids Gallery, which help a lot in kids growing more expressive and independent.
4) I must say that if you are a complete local HK (just like our case), i.e. not CAT 1 for ESF, non-Singaporean for SIS, it would run a certain risk if you commit your kid to IS totally, without reserving a choice for traditional / private schools.... because frankly, the competition for a space in a good IS - e.g. SIS, ESF, CDIS, CIS, HKIS, GSIS is very keen nowadays....
Meantime, while observing if your kid is suitable for which stream, I advise you to visit such IS when they are open for the public....say the coming Dec - there will be Christmas fair open for the public in SIS and I guess they will also hold "Open House" like the past 2 years in coming April 2012. Visit their websites to k.i.v of their activities.
