聽人講讀高年級IS學生要修一科外語,是真的嗎? 如是,修邊種語言最多呢?

Not necessarily. It really depends on your school and when does the student transfer to an IS, in cases of transferred students.

Normally usually, for those who study at IS from primary school, they are required to take a foreign language according to the school curriculum. However, since the usual language of instruction is English, a foreign language can mean Chinese, which, in the case of a Chinese student, isn't really a "foreign language".

For transferred students from local schools, it really depends on the grade level they start studying at an IS. For example, a local primary school student transfer to an IS in Year 7, then it is very likely that s/he needs to take a foreign language. However, for a local secondary student who transfers to IS after Form 5, s/he usually has no choice of a foreign language if s/he shows no proficiency in languages other than Chinese and English. It would just be too hard for him/her to catch up with the other students in a foreign language class, who have been studying the language in the past 2 years at least.

As for which foreign language, Spanish and French are really popular. There are IS that offer other foreign languages, e.g. German, Japanese, Latin, etc.

咁如果由kinder已在IS讀,一直讀上去呢(唔sure將來會讀邊間IS),通常外語是在幾多年級可以選讀呢? 在kinder階段開始學外語會唔會太早呢?

It depends on which IS your child goes to.

Some IS with country background starts teaching students foreign languages from Kinder or primary, e.g. FIS, GSIS, etc.  And if you count Chinese as a foreign language, kids nowadays all start from Kinder!

I believe some primary schools do not include foreign languages as part of their curriculum but some do. You'd better check with your prospective schools.

As for secondary students, it is very likely that they start from Year 7 (or Grade 9 for US schools), since they need to know the basics to choose their GCSEs language subjects or something like that.

Of course it is not too early to start learning foreign languages from kindergarten! Children absorb the best at these ages. You would find learning foreign languages at such young age only beneficial to your child's education and future :)
