I had the similar experience last year,
do you still remember Swine Flu last year since June? PN was all suspended, yet, parents have to pay school fee for June and July. I feel so expensive, the school fee is similar as yours. But at last I paid the school fee until July, even I also had another offer of K1. Why? because I have a younger daughter who wished to put into the same PN, so we didn't take risk of giving bad impression to the school.

For me, I won't pay for the July tuition. It's nearly $7000 for my gal's PN and she is already accepted by a very good K. Besides, her school still issue cert of attendance to students anytime if we have studies for more than 1 term by charging us some hundreds.

In fact, another reason we aren't paying is we will can have a busy schedule for my gal for her summer activities, maybe some short trip too. If there is no school days in July, we can have more flexible planning.

I was a Int'l K teacher before, and a school will not keep "not paying for last month" in record when they consider the application of your younger baby.

PN certificate does not means a lot.
Many children don't even enter PN.

does your school give you the  portfolio of your kid ?? To me, this is quite valuable as it records the progress of my kid (including photos, teachers' observation, students' work etc) The report card and cert are not as valuable as this.

Understand and also think over $4000 for last month can contribute a lot for kids' summer activities, however, I do think 'respect' towards works of teachers is more than $ as well.
