My kids speak fluent English and Mandarin. We talk to them in English at home but they speak Mandarin mainly because we lived in Beijing before. They got lots of exposure there so as we've moved to Hong Kong, I hired a mandarin tutor for them. She actually isnt' like 'formal tutor'. She just plays with them in mandarin while teaching them chinese through playing. I think it is very important that the context of tutoring is fun so that your kids can stay focus on learning through playing instead of just playing all the time. She comes to our house for like 4 days a week. My kids love her. And I do hear them speaking Mandarin during tutoring. Sometimes I even heard them talking in Mandarin amongst themselves!
So I think you should get them exposed to Mandarin at home. As you don't speak mandarin and your son's school cant provide him this kind of learning environment, I really think you should hire a mandarin tutor to teach him through playing or let your son join mandarin playgroups so that he can get exposed to the language.
