My experience is if you are not interested in participating in the operation of the PTA, such as electing the chair person and the committee members, joining PTA or not does not make a huge difference. One benefits of being a PTA member is you get to be invited to various seminars/talks organized by the PTA, and you pay a lower fee compare to non-member (usually around $10 diff).
