在 HK 讀完 P4 後去 UK 讀是否可以升 G6？

If student just living in boarding school, that is not sufficient to be classified as a local student. You need to show more uk connection.

However parents are not required to work or live in the UK at that period of time.

Unfortunately, the answer is no. The parent or guardian must live in the UK three years prior to the futher education.

My friend says that the latest requirement for local rate is that both parent and student must stay in UK for continuously five years instead of three years. Can anyone verify it?

To my understanding, it should be three years.  Please note the link below.  Most UK passport holders belong to cat 1.

The crucial point is that the three years full-time-study in UK does not consider as "settled" in UK.   Students need to find other proof to show that they are ordinary resident.  

In fact, UK university requires students holding British passport to fill in a fee status form in the application process.  The format is just like the contents in above link.  What you fill in the form will determine your fee status.

Hockerill Anglo-European College?  It's a very good school with significant rise in recent years.  You may apply through its web-page

Unfortunately, based on my last writing to the school few years ago,  you must fly to UK for entrance exam and interview.

I have not submitted the application as my son could not go to UK for interview but I can confirm that the school accept international students.  Indeed, there are many students from Europe.  There are little choices for girls to study in state schools with boarding.  Boys are much better.  Still, you may try Cranbrook School.  Ranking is lower than Hockerill but all along it has good performance.   Also you can check on Wymondham College, average performance but a general choice of HK students.

Supplement: Cranbrook School entry is from year 9.

When will she go?  You need to apply it now.  I heard that Hockerill can offer interview through phone.  You can contact the admin office  - Ms Fiona Brate for further details, she is very nice.
