yes.  as for other alternatives, it depends on which area you're talking about.

i applied 2 schools for k1 last year, at first i thought if both not success, i'd stay in LH, finally 1 ok, so changed to another school for k1.  for my daughter's class last year, around half changed to another school for k1.

my daughter is in PN now...i applied 4 schools for her....got an offer from 2 of them and still waiting the result for another 2....
