The sound of c likes "s"  when c appears before e, i or y . (The soft c is not the sound "k" )

The phonemes of the word pencil are :-

/p/ /en/ /si/ /l/

Once you get the rule, you can pronounce the word Pencil correctly.

Actual pronounciation is dependent on phonetics, not phonics.  Phonics only help the kids for reading purposes and sometimes cannot pronounce accurately.  For instance, island is not "is" "land".  We know that "s" does not sound only because we've heard it before.

You're right. You raised an important thing to pronounce a word -  The Stress

Let's learn to say the word ISLAND according to its KK or DJ(IPA) symbol.

ISLAND has 2 syllables showed.  

The stress is on the first syllable onset "I" (the long i sound),
(There are 7 ways to spell Long "I" sound,
  They are i, i_e, ie, igh, y at the end, ye and y_e )

the sound of "S" is silent

and there is a short "A" on the rimes "LAND"

The symbol shows ISLAND's pronouncing is I (Long sound) - LAND (short sound)
