Anyone can help? SC Waiting = Reject?

My son is put on waiting list.  But I just wonder if SC will really send a reject letter.  Is it just a courtesy to tell the parents that their sons are put on waiting list?

Anyone know if SC will really send reject letter?

Any chance to be accepted if putting on waiting?

Reviewed the topics from last year --> still have some eventually accepted from waiting list. But not much! (from those responsed in BK)
