Apply ESF Year 1 for 2008/2009

I want to apply year 1 for 2008/09 (for my child).
Refer to ESF instruction, the application period is 1 to 24 Sep 2007 and it will be prioritized by date of application.
If I post earlier (sharp on 1 Sep 2007), the chance is greater or not?

Both I and my husband are Chinese and our child can speak both English and Cantonese because he studies in Bi-lingual class.
We want to apply Kennedy
School.
Anyone can tell me the chance?
How about last year?
Any similar case is success?

My child is studying in Victoria (Belcher) Int'l Kindergarten now.  Any successful case in last year?  Is it only 50%?
