May be you can have a look of the syllabus of Cambridge English, which is for 6 years old onwards, before you make decision. As far as I understand, the real syllabus is little bit difficult to 3 years children. They require some skills in listening and reading. So may be you can join some English playgroup to let your child to enjoy English first. I think that you can start the syllabus at the earliest at 5 years old. You can buy the exercise and mock exam papers from some local book stores.
