No need 18般武藝, I think 3-4 should be enough. Ha! Just kidding. But applying P1 is really a tiring process. My son also have some cert for his portfolio. If you apply schools that do not require portfolio, than you don't need many certs.
I agree that P1 application is a tiring process. I didn't put certs in my son's portfolio. I only listed out a number of activities / interest classes he attended. I don't think certs are that important unless your child has won some external and well-recognised competitions.

Yes, decided. My #1 is already in P1 in an aided school, saving $$ and avoiding the trouble of going through the whole tiring process again for my #2 and #3.
