How about the kid's English level? Guess if he/she is transferring to Year 3 (local P.2), the peers may be quite advanced in reading. Once he/she enters IS, learning Chinese may become a lower priority in the kid's life...

I think “PTH not very good” shouldn’t be an big issue here. Because usually IS provides different levels of Chinese class. As in ESF their Chinese have 4 levels. Those who cannot speak Mandarin confidently will be put in Level 1 or 2.
