I suggest that we tackle this issue from a more objective point of view.
As far as I know, ESF does have certain "arrangements" to entertain those coming to Hong Kong from overseas first. I am not sure whether it is a written policy (it probably is) but it still can be told by "observations".
I do believe that a foreign passport, particularly those recently coming to Hong Kong, whether you are ethnic Chinese, can make a difference. Do not forget that ESF was setup to provide education for expat children. The fact that local Hong Kongers were able to get places back then (particularly during the few years after the handover) was that there were extra places even after most expat kids filled them. Otherwise, I do think that expats or non-local Chinese would (and should) have priorty over local Chinese with SAR passport. Do not forget that local Chinese kids do and should have other choices, even if they claim to be English speaking, because these kids can more easily "survive" in a local Cantonese speaking school than expat kids or non-local kids.

Looks like competition at ESF is very keen now and yes, if there are others that really need a a place in an English speaking school more than you do, then you are in a bad position.
Take the wise man's advice: Do not put all eggs in one basket.
PS. Do not try to project what happened last year or the year before to your own case. The situation every year is different. Back then during the few years right after the handover, there have been cases where children got admission even if they could hardly speak much English. My friend's child's classmate was one of those kids. However, obviously, ESF are very selective now, that this would no longer happen.
