If your son born in July 99, he should be in P.1 in this coming Sept. if ESF.  So I think it is too late to apply ESF.  If local primary school, he will be in P.1 in Sept. 05.  You can apply on or about Nov/Dec. 04.

For ICS, you can apply G.1 for next year because he is in American basis.  6years old in G.1. while ESF is in british basis - 5 years old in P.1.
