大學加學費｜大學學費27年不變　收回成本率10年未達標　個別學科人均開支近60萬

資助大學全年學費42,100元，維持在1997年水平長達27年，目前只收回課程成本約13%，距離早年訂立目標18%相差約5個百分點。翻查資料，上學年個別大學學科課程的人均教研開支，已提升至接近60萬元，成本最高3甲是醫學、牙醫及物理科學。

收回課程成本　現僅約13%

翻查立法會文件，大學學費收回成本的目標比率，是於1991年前總督會同行政局決定，由93/94學年前的12%，於97/98學年終結前增至18%，其間大學學費多次大幅上調。其中於93/94、94/95學年更分別按年急升46.6%及41.2%，將學費水平由1萬多元提升至2萬多元，最後一次加學費是97/98學年，由37,350元增至42,100元，並維持至今。

根據教資會早前向傳媒提供資助學士學位及副學位課程的收回成本率，自98/99學年至14/15學年，仍在目標比率18%附近徘徊，介乎在16.8%至19.6%不等，對上一次達標已是12/13學年，其後逐年下跌，直至22/23學年只能收回13.3%成本。

人均教研開支　醫學58萬最高

另參考教資會統計，22/23學年資助學士學位課程每名學生的平均教學及研究開支，按學科分類，首5位人均教研開支最高的課程，依次分別為醫學（57.8萬元）、牙醫學（51.2萬元）、物理科學（35萬元）、生物科學和工程及科技（34.6萬元），以及醫學及衞生相關學科（31.4萬元）；最低的是語言及相關科目（22.6萬元），而人文學科、教育、工商管理及社會科學，課程人均開支亦低於25萬元。

抱歉，在國內睇唔到篇報道。

其實騰籠換鳥在國內人口政策及產業轉型上係成功嘅，但將這招用在香港會好容易backfire自己。

香港好多關稅或者政國際組織上優惠來自中英聯合聲明，現在否定它，對家们也可以否定那些優惠，最近越來越多聲音。越來越多國內人口／人才轉移嚟香港，香港人變成狸貓換太子，加上一國X制，就不用等到2047⋯⋯

我在另一個帖講咗，某四個口認為今年截至4月有1 5萬「高才通」落嚟香港，為香港帶來「潛在」340億貢獻。這種邏輯思維下，放多啲人落嚟，45萬人就過千億貢獻，香港冇財赤，年年有盈餘！5萬人點夠呢，每年15-40萬人。

地攤經濟，夜市經濟，熊貓經濟，高才通經濟學，引用Donald曾所講，香港想窮都難。

- 其实分campus好多外国大學都有,有d因為原本地方已滿, 又d因為地大, 要方便d學生去返學, 我地係前者, 第二campus可以係向明日大嶼, 或北部都會區(舉例而已), 应该近main campus之如也有更多土地, 也方便目标客顧放假返屋企(起馬深圳東果d).
2. 加大学额，可能导致收生难度率降低，引致世界排名下跌?
- 收多d未必有必然关係, 关建係requirements睇得紧唔紧,好似依家發現咁多做假, 唔多收都会死.
- 加到100k每間只係比喻, meet 到requirements? 收! 收到100k都得, meet唔到, bye-bye, 明年請早(btw, 就算domestic 果d學生meet唔到都唔收, 更唔好講Intl果d).
- 分两条隊, 唔好影响domestic的斗机會,
- 而且, d乜乜排名, 其实係以research achievement為主, undergradute教成点,其係冇乜weight, 所以, undergratuate先係一盘大生意, graduate, 特係PhD果d, 基本上係一個投資, 而唔係一盘生意, 所以,各国大量收Intl students, 绝大多數係undergraduate, 对排名不单没沒有負面影響,反而可能有正面影響,因為多咗錢去做research.
3. 香港高等教育 - 單位成本:
- 多謝Poyau比左咁多料, 也多謝poonseelai比左个最低成本.
- 我地做sales, 要知到个bottom line(做参考), 但个topline 定价, 係睇個定位同market acceptance. 睇返同级別西方大学, 以state school為例(private school 唔理), 起马都USD 70 - 80k學費, 咁我地就算收,say, 65k係可以試下的. 部iPhone material cost几錢, 如果只用bottom line加個少少margin, 可能iPhone就返而冇咁尊貴. 人係好抵死嘅, 你賣得平, 只會覺得你cheap.

政府財政穩健可以，赤字預算先嚟做大條數，想得出嚟嘅真係神乎其技！

其實本地大學收內地學生在20年前已經唔少

我覺得收足錢同限10%內就可以

多咗錢會令設施好咗，亦令本地學生得益
