I have similar thoughts as you. I would like my kid to try DSS or private local school first. And if ... Yes, I am in total agreement with you. Though may I ask which of those new LS you referred to? I really have no idea.
One thing that you are right is that international schools in HK are not like schools abroad. If you visit any schools in the UK, I mean decent schools, their set up are totally different. In fact, they are pretty strict, not as "liberal" as the international schools. Students are extremely courteous and well behaved. We visited some in the UK and were so impressed by the students whereas the international school kids I know in HK and see in HK, excuse me...I think they are more of a spoilt breed. Of course, not all of them are like that, but I think the major reason is that kids who go to international schools in HK are fairly well off, they may have a couple of helpers at home and even chauffeur and parents could be overly protected so compare with the UK schools which unless the family is billionnaire, they won't have such privilege even though they may be of middle class. So this is the other reason why we prefer local schools as we want our kids to mix with people from all walks of life including people with a humble background.
