What programs he is offered now?
He might want to try to apply to transfer to management with a good GPA in first year. Most first year programs are non program specific so students can still apply to transfer to other programs.
A quick look on the UT website shows that they require students to have calculus background. So he needs to catch up with Year One Calculus (should not be too bad since year one calculus is normally 50% repeating high school calculus). More, he also needs to make sure the classes he takes would match with a typical year one management student.

If working in Canada is a goal, choose a program with "co-op" option. That will mean work + study during the times in university. In any case, visa students are allowed to work during studies (with certain conditions). He should start working during his 4 years at university (at least may be during summer holidays).
