Actually the policy from EDB doesn't interfere the admission policy of private school.
The process is (1) accepted by any private schools, (2) these schools will notify EDB that you have reserved a place with them (pls note Private and DSS is very much different, so this does not affect your discretionary and lucky draw to EDB standpoint); (3) Once you participate lucky draw, the result will pass back to the private schools you have reserved place; (4) depends on the private primary schools' OWN POLICY, to consider your participation of lucky draw as a voluntary withdraw from your previous registration.
For the case of SHCSPS, they allowed to participate in lucky draw only for those reserved their P1 seats in both 2009-10 and 2010-11 P1 admission. Before these two years, it is not allowed.
