As parents we all want to make informed/educated decisions, so it is helpful to know, for those who consider English proficiency as high priority for their kids for whatever reason, that students at English-medium schools have better command of and exposure to English than students at Chinese-medium schools. It is not a myth but a fair point when comparing schools of the same caliber.
Since you used SPCCPS as an example, I'd say the school's English teaching is rather easy at the early grades (comparing my kids' homework to those of English-medium schools), but it might get harder during upper grades. Once piece of practical advice I heard from alumni moms, whose children finished SPCCPS and moved on to top international schools for secondary, that as SPCCPS Math's taught in Chinese, students who target international schools or studying overseas should get additional English / English Math tutoring a couple years in advance to prepare for entrance exams.
So, depending on what level of English proficiency the parents want for their kids, there do exist differences between English-medium and Chinese-medium schools, and the differentiation should not be generalized as a myth.
