I think China has considered that aspect as well, once they think they have "planted" enough of their people in Hongkong, they will remove Proportional Representation.

當年比例代表制是為建制派度身訂做，估唔到現在為激進民主派開路，真諷刺！

I read the original script again. Now I see what the problem is.  Apologies. You're probably right.
When I first read it, I thought she talked about her attendances with reference to the 19 seminars DAB conducted.  All was in one sentence.
But of course, the numbers weren't right!!  That phrase couldn't be referring to the 19 seminars. She must have been referring to seminars on constitutional development in general now that you mention it.
Had DAB hosted 21 seminars instead of 19, I would still have misunderstood her.
