It's fair for non-believers like me who support continuation of these 5 marks to ensure the religious schools award the marks fairly and reasonably.
The issue is with fake believers and their behaviour should not turn believers and non-believers against each other.

I think all these cases have to be assessed on a case-by-case basis, e.g. being baptised outside HK may not necessarily means you should not be entitled to the 5 marks; it depends on the circumstances.
People like me who are non-believers are probably believed to be more impartial and thus more convincing on this matter - believers may be regarded as "existing beneficiaries".
Don't worry, I noted that at least one Catholic school has already stated in their 交表注意事項 (自行分配) that they would check the 領洗紙 issued overseas. The applicant will have to take the cert to 本堂神父 for endorsement. I trust that the schools would take the necessary action to verify the cert.
The Catholic school that I applied for my daughter required the followings:
1. Her baptism cert
2. If it's an overseas one (as in our case), I have to supplement it with my own baptism cert (obtained in HK n years ago)
3. A letter from the priest stating that my daughter has been attending Sunday school
If my son is holding a non-local Baptism cert., from now on, I will attach his and my passport to verify our stay in the country for some time with brief explanation of the reason of stay. Overseas posting in other country or studying.
My personal Baptism cert is from UK as studied there.
I just address a point that the fake baptism cert is not a new thing. But a kinder orchestras the whole fake baptism process is a brand new "business" initiative. So no need pointing the finger to the churches and schools, they have some guidelines to counteract those fake documents.
Interesting, most parents raised this question are non-believers. So......
