My daughter is now 3 years old. I only bought two sets of so-called systematic english learning set. One is HE1 and one is Your Baby Can Read. I think it depends on the characters of your children. My daughter didn't like HE1. She didn't like matching the magic stickers with the pictures nor matching the colored magnets with the pictures on the book..... So, she didn't like the interactive games in HE1 in which that was the reason I bought it. She did like reading books. I don't know the price now but I bought it >HKD10000. I would think, with this amount, I could've bought more books for her to read. As for the DVD, she didn't like to watch it. So, for me, HE1 was a waste. I didn't buy SBB, but if it only consists of storybooks with DVD, there are tons of similar items in the market.
On the contrary, if you like your child to build up quick vocab and interest in English, I think Your baby can read is more cost-effective, esp when I bought the set for only HKD 1000 only. My daughter was able to chant a K1-2 English book (1-2 sentences/page) when she was 2 year-old. And now, she is able to guess the pronunciation of an unknown word and can chant a level 4-5 story book in Oxford Reading Tree. I did communicate with her in Eng for the first 2 years but I regret I've done that because she is reluctant to read Chinese books and speak in Cantonese now.
I only want to share my personal experience. I still think different children have different needs. No single tool works perfectly to all children. And your interaction with the children is much more important.
