I honesty believe its not possible, unless that child is gifted or a genius.  Children in the uk starts studying GCSE in year 10 and a levels in year 11.  Normally you will need to obtain 5 or more c grades or above to study a levels. A lot of schools may not accommodate such special arrangement.

why do people want to rush through high school and university ? Afterall, education is more than just passing all exams and finishing university

A 9 years old kid can go to university, nothing can happen under the sun!
If the parents are insist to skip the GCSE and jump to AS, who knows?  Good to try if a school will take him/her.
If your topic is talking about "Easy" or not, I think everyone has their own answer!

我識得一個讀文科的女仔在year 10只報AS Maths一科,結果取得200分滿分的A Grade, 不過她不是自修,是學校叫她兼讀AS Level Maths.

Most elite HK students in UK take Maths GCSE in Year 10 & usually get A* without much difficulty, so I guess taking AS in Year 10 probably isn't too hard for the very bright students. Most also take AS or even AL in Chinese in Year 10 as well. So if the kid is brilliant in one other subject, then it is quite possible to complete 3 AL by the end of Year 11 & apply to university.
I often regret not making my children learn from a young age another non-European language, such as Japanese, Korean or Thai. I am sure it won't be too difficult to pass GCSE or even AL in those languages as I am sure the standard will be low (much like Chinese!).
With AL in 2 languages & Maths, you can practically waltz into any British university without even breaking sweat!

Two languages which one of languages happens to be their first languages won't get you in any top universities.
