Oh, your child is only 1 year old, so I thought you were looking into applying for kindergarten at this early stage.
Who told you ESF Y1 applicants have to queue up? I never had to queue up for my son's application. Simply submit the application during the specified time frame would be sufficient.
As per ESF website,
http://www.esf.edu.hk/index.aspx?nodeID=1039&langno=1
it is will be accepting applications from children born in 2003 to start Year 1 in Fall 2009. So you still have a few years to wait before you could submit your application to ESF headoffice.
