Local schools = K1, K2, K3 => P1
Intl Schools = K1, K2 => P1/ Foundation Year
therefore, Local school K3 = Intl P1/ Foundation Year
You should check the age of admission to determine which level you shoudl apply. PIPS is an international school so they suggest you to go for P1/ Foundation year. However i think the entry for P1/ foundation year is closed for most of the intl school.
Maybe as a new comer in HK you need to find out whether you would like to enrol your son in local school or international school first. then you do research in different page e.g. 國際學校
Even if your son doesnt know cantonese i think it's not too hard to pick up in school as they know mandarin already. i think it's in evitable your son will have exposures in cantonese in both school and daily life if you intended to stay in HK for a longer term. Most intl school in HK is doing english + mandarin. however, mandarin chinese is getting popular in local school also. so at the end it is common for a kid to have exposrues both in mandarin, cantonese and english.
the most impt thing now is to consider whether to go for local and intl stream as the path and preparation work is very different.
