You need to undergo training before you become a qualified lawyer. If you enter the profession of solicitors, you need to do 2-year training as a trainee solicitor. If you wish to become a barrister, you need to do one-year training under one or more pupil master (but you have the limited right of practice on your own after 6-month pupilage).
If you fail to obtain the PCLL certificate after the re-sit examination, you may be allowed to repeat the whole course, or you may be allowed to re-take the whole examinations next year or you may be asked to discontinue. I think it is up to the decisions of the 3 universities.
If you fail to obtain the PCLL certificate or fail to enter into the PCLL programme, some of the LLB graduates may take the New York Bar examination. If you pass the New York Bar examination, you will become an American lawyer and you may be employed by law offices to work in Hong Kong (as a foreign lawyer) or in USA (as an American attorney).
If you are a registered foreign lawyer, you can take the overseas lawyer qualifying examinations after you have some years (two?) experience. Once you pass the overseas lawyer qualifying examination, you can be admitted as a solicitor.
Last week, Ng Hak Kim in the course of replying to the questions raised by the legislative councilors said that the government is now considering to introduce the common qualification examination so that those who fail to study PCLL (due to the fierce competition) have a route to become a lawyer in Hong Kong. However, he did not give any further details on how soon such common qualification examination would be introduced.
