In that case, band 1 students in tier 2 schools will be ranked lower than band 1 students in tier 1 schools, which is fairer.
However, heard that EMB proposes not to submit overall adjusted ranking results to secondary schools for phase 1 selection starting 2007, if so, how can secondary schools assess applicants' performance based on internal school reports only? Or they may have to make reference to those overall rankings of students before 2007? |
