In the past, CU usually admitted about 1/3 to 40% of non-Jupas students. Since most of the relatively better local students are admitted to HKU, in order to attract the most talented students to CU, it would admit more non Jupas students than HKU admitted in the past.
I would like to point out that CU would admit internal transfer students. Each year it admits several students through transfer from Science Faculty. HKU seldoms admits overseas medical transfer students, but CU does admit several students from Australia or UK medical students who just complete the 1st or 2nd year studies.
Although CU admitted more non-Jupas students, if you discount those 2 categories of applicants, the balance of non-Jupas is about more or less the same as HKU for degree holder and post-secondary school applicants. In other words, I would have thought that only about 40 to 50 places of post-secondary schools applicants would be admitted although it admits 1/3 to 40% non-Jupas students.
For non-Jupas post secondary school applicants, the odds of being admitted to HKU or CU's medical program are more or less the same.
