If I were you I'll choose RCHK because I want my children to learn traditional Chinese rather than simplified Chinese. RCHK classify students into two groups, Chinese as a native language & Chinese as a second language. I speak Cantonese to my daughter  and my husband speaks English to her. She can speak both English and Chinese fluently, so I think they'll put her into the group of Chinese as a native language.
For SIS, they used simplified Chinese. It's not really useful in HK(but sometimes). Also, they used Singapore curriculum(in primary years) which won't be the best choice for me and my husband because we think IB-PYP Programme is more appropriate for our daughter.
But in general, both RCHK & SIS offer a good Chinese programme/learning environment for students. When comparing with other international schools in HK, their Chinese standard are really high.

My daughter is student of RCHK. My wife has a friend teaching Chinese in SIS.  Personally, we think the quality of Chinese curriculum in SIS is higher as that's the national materials in Sing.  Moreover, to students, simplified Chinese is better as they can learn reading & writing with ease, esp. the time spent on learning Chinese is much less than traditional schools.  But, no matter RCHK or SIS, if you emphasize on the Chinese level of your kid, you have to send him/her to tutor class after school for sure!
Since my daughter is still in Yr 1, and RCHK never stop improving, I think the Chinese level should go up gradually.  They know clearly that Chinese isgetting more and more important in real life.  But, IS usually don't provide too much homework to students, esp. repetitve writing Chinese vocabs.  Hence, you need prepare pay extra efforts to the kids on this area.
