I don't quite understand, priority for admission, 'lottery' number & 70% foreign passport holders as required by EB, how could these requirements co-exist? Can anyone help?

ESF didnt state passport as a priority but in reality, they need 70% with foreign passport, hence, they will have preference on kids with 2 passports (local and foreign) so these kids can be categorized in either side of the game.

They co-exist at different levels. First there is the priority given to different groups of applicants, i.e. staff children, siblings, nomination right, alumni children, ESF kindergarten children etc, then priority within each group is determined by a random number drawn (the 'lottery'), and then finally a preference is given to foreign passport holders.

FattyDaddy, so how does this work? ESF can't control the applicants are holding foreign passports from the priority list nor lottery number, so what if most of the above cannot contribute to 70%, how could ESF fulfill this requirement?

No they cannot control, but we are talking about Hongkong, a place where many people do have foreign citizenship of some sort. I doubt if ESF (or any other international schools for that matter) have ever experienced a lack of applicants with foreign passport to fill the 70% requirement.

Not officially, but I think they do implement it unofficially. It won't do the kindergarten's reputation any good if they admit too many local children who would subsequently be at a disadvantage when applying to ESF or other international primary schools.

In Esf official kindergarten admission talk, a foreigner asked if they have priority, the speaker said no priority.

That is true. Foreigner have no priority but I believe any foreigner can get some offers from IS even if not ESF specifically. It helps school to take in foreign students to contribute to the multi-culturalism of the school and the 70% requirement. If an expat cannot get into an IS, then likely they will return to their home country (or at least their kids will) so therefore the system will find places for these students and families.
