Normally for state schools international students pay the same or even more than out-of-state (normally just slightly more). For private institutions, all offer financial aid to students, but international students applying for financial aid will have their chance of admission significantly impacted (except for six institutions which are need-blind to all kinds of students).
Actually, i think private school will provide financial aid to international students. Of course interest rate is extremely high. It took my hubbie a good 2-3 years to repay his loans after college.
Top US private universities mostly don't provide financial aids to international students, or are 'need sensitive" to financial aids. It means that the need to financial aid is taken into account when the admission committee decides whether to make offer to this applicant, as money for international aid is very limited.

Master yes - for example Duke MBA program. Undergrad no but some special cases public schools provide undergrad scholarship to international students - for example Thomas Jefferson scholarship.
