Each year 聖芳濟admitted a few Band 2 boys.
It is impossid that a Band 1 boy who put SFX as one of the choice was not sdmitted by SFX. Your friend thought his boy is a Band 1 but actually he was a band 2.

ALL band one boys are allocated to a school before Band 2 boys.

油尖旺band1男生一向少过band1位。
必必的朋友可能誤会his boy was band 1 but he was actually band 2, this was the only possible explanation.

是Band 1學生無理由讀band 2。
很多年前我
first ： WY
second：QES
third：SFX
最後得SFX。

from other posts in this forum, SFX admitted 9x% band 1 last year.

何止聖芳濟，連銘基年來也同樣收到油尖旺Band2學生，所以，如果去年油尖旺Band1男生乙部九華-聖芳濟-銘基可以派去Band3學校，莫非這三間本網大抽獎全收油尖旺Band1學生，與前述又互相矛盾，正正又是羅生門。講真，如果Band2生當係Band1咁排九華-聖芳濟-銘基，簡直是災難。

幾年前都聽過band 2有機會入到, 但唔好忘記, 聖芳濟同銘基都cut左班, 收生人數少左一班, 對比起以前, 抽到既機會又會細左.

師兄係學校排名係band 1中, 唔會跌到band 2. 排名後過佢既都入到華仁, 聖芳濟. 所以佢阿媽話佢地好黑仔.

我是SFX舊生，油尖旺band 1請放心選SFX，以免band 2執死雞。

如果啲band1生咁担心啲band2位比人搶晒，咪由得佢地早啲揀囉，乜band1生嘅目標唔係band1學校咩

This is the risk!
First, How the students performed in the pre S1 in 2010 & 2012, this affects the real banding.  Many teachers (especially those in YTM) cannot sure how many students are band One (unlike years before).  Not only the marginal students, but also those who "sure", they are Band One.
Yes, there are enough places for Band One, but don't forget the random number. If u choose the hot school and miss a chance, you may not be able to win in the second choice (it is a good and hot school too), so in this yes, the  teachers and media promote this point. i.e. if u choose all the best schools in the first three ranks, and if you cannot get the first one, may be you would drop to 5th or lower if the random number is not good (not your kid is not good enough).  YTM is one of the extreme district because there is only a few band two school (as a safety net), name the best 5 school, the number of places and think about the scenario.
