That's okay. I understand it could be difficult for parents to understand this.
The basic concept is whenever there is same score situation, the school can have two options: (1) pass these candidates to EDB to help to draw; or (2) just draw these themselves fairly. Normally schools will use option (2), but for some who worry it is too sensitive will use option (1).
The advantage of own kindergarten students will definitely come into place at phase 3, that is after central allocation. For seats withdrew or if they choose to use their "spare" seats, then they will be given preferences.
