To jcmchan,
Would like to share my experience with you.
If you define "大細聲" as "罵" already. I'm afraid that the foreigners will also "罵" students. My son is now doing a sports course in an international school (out-source) and his coaches are all foreigners. They are very firm too. You know the coach insists every students to quiet down before he explains something. If someone screams, he does shout to them and asks them to keep quiet and of course with a very long and serious face too. Likewise, when a kid is hitting others, he does the same too (look even more serious and fierce) so that the kid will stop his distructive behaviour immediately. But of course, he won';t have the same measurement standard to all kids. For example, if a kid doesn't really understand English, he would "tolerate" him more. Also, he praises them a lot too when they're behaving well. The point that I want to tell here is ..., never think that foreigners will not "scold" kids, esp if you define 大細聲 as 罵 already.
However, I do agree that "至少大細聲之後也一定要講返道理比小朋友知" My son's coach will do that but when time is limited, he might have skipped it too.
Sorry jcmchan, I don't mean to challenge you, just want to share my experience with you. :)
