u can call the CAS center according to your residential address. see this link: http://www.dhcas.gov.hk/tc_chi/centre_info/centre_info.html
they will accept referrals from general clinics those we go for flu. or minor illness or your family doctor or specialty.
Then the CAS people will arrange to see and assess you kid. If training is needed they will refer u to gov't hosp./ early education center/.....depends on what and how severe is the problem. Or they might want to see you later to see if u really need some training.
BTW, not all kids can speak very clearly at age 3. It's normal. So, to consult a professional is a very good idea.
If you are in hurry, u can see a private speech therapist. Of course it is more expensive comparing to the gov't service.
