The problem is P1 application process usually starts in or before September, so you still do not know how your kid performs in his/her current primary school. So does the school(s) you want to apply for. The school(s) can only assess him/her with the same sets of criteria they apply to other kindergarten kids.
If he/she performs exceedingly well, of course you can apply for a P2 seat in your target school. But when you realise that your small child lags behind, there will be no more P1 places available except repeating in the same school, which will be even worse than repeating P1 in another school.
