Your information is right for Primary school.
In fact, in my son's years, boys and girls changed classes yearly or 2 yearly.
But in St. Stephen's College, i.e., secondary school, there are 2 elite classes, 1 ordinary class and 2 classes with special support. There was test in the summer before F.1 to 分班. After F.1, the exam result would do the same purpose. Students have to change class according to their exam result.
That's way I said 小學生上到中學要適應和追. (From no pressure to high pressure!)

According to School's information, there is no 'elite system' in the School and the academic level of the pupils in each class is almost the same. To my knowledge, at lower grades, the position of students in class, except top 3(?), will not be disclosed.
I think SSCPS, in general, is not very competitive although the English standard is quite high when compared with other ordinary schools.
(However, if special support is needed, government schools would always have more resources than private institutes.)
Any other parents can share their views?
