That's what it has been clearly stated on the application guidelines, so i would assume "no".
I would be surprised if i hear any precedent cases which they have successfully change the class mode (then that would defeat the purpose of stating this at the guidelines).

I just wonder why they changed as I heard last year it was still allowed...

oh really? maybe they have received too many requests to change from PM to AM so they have new requirements this year.
