I can guess for several reasons.
He got 45 eventually but may have a lower PG (say, 42-43) which is less competence to apply oxbridge.
In general, those students with PG > 43 and aim studying in UK may have the following sequence of preference in their UCAS:
1. Oxbridge
2. LSE
3. UCL
4. Imperial
5. Warwick, Durham, St. Andrew, Bristol ..... something like that.
When you apply oxbridge, your application date (before 15/Oct, 2 months before the normal deadline) tells every admission officers in your list you did apply oxbridge. How do you think about the feelings of those admission officers of LSE/ UCL/ IC? OK. You never put me (from the angle of LSE/UCL/IC) in your first priority and treat me a second tier? I am not willing to offer you then especially in those hit subjects. These "2nd tiers" will reject the candidates directly with no interviews and reasons. I saw these stories in TSR before and honestly It happens.
So in this 狀元's case, I believe Warwick is not likely his first or even second/third choice, but maybe the only choice in his UCAS.
If my son were him, I will suggest him a gap year to reapply oxbridge again.
He is definitely a genius to have a full mark in IB but he lack of luck.
