I think you are looking for NGO (non-governmental organizations - this is the terminology used in the social welfare industry to refer to those who are subsidized by the government for providing services).  They offer services at a low cost as they are partly subsidized by the government, and nowadays, Gov't seldoms offer the pre-school services like playgroup directly from its SWD (social welfare department), they "outsource" the services to those NGO.  I tried Heep Hong, very good, esp. for babies below 1 yr old.

How old is your baby?  You can also find lots of activities offered by the 康樂及文化事務署 (you can find details at the libraries and sport centers), but the prrograms are usually for 3-4 yrs old and up.

heephong playgroup is good ! actually the playgroup bases on the pre-school training. I am talking for the normal child. Of coz they provide for specially need child too
